Local media support policy shifts focus toward journalistic outcomes

As Ulsan Metropolitan City moves to establish clearer execution standards for supporting local media, discussions are shifting toward how to evaluate the effectiveness of public funding. Current domestic policies often focus on ‘who to support’ by verifying business plans and budget transparency. However, critics argue that ensuring a media outlet survives is not the same as improving local journalism.

Drawing on the French model, where the state actively supports media through various channels, the focus is shifting toward ‘what is produced’ with the funds. Using the concept of ‘additionality’ from research at Sciences Po Paris, the goal is to determine if public support creates results that would not have occurred otherwise, such as hiring more reporters or increasing in-depth coverage of topics like labor, environment, and welfare.

The argument suggests that South Korean policy should transition from ‘supporting media companies’ to ‘supporting local journalism.’ Success should be measured by tangible outcomes like increased investigative reporting and expanded diversity of perspectives rather than mere budget execution.
