Loire region pivots to design innovation while confronting water conflict

The former mining city of Saint‑Étienne in the Loire department has reinvented itself as a centre for design and green technology. Designated in 2010 as France’s sole UNESCO Creative City of Design, the city hosts the Cité du design and is developing the District Créatif, a large urban project slated to open a national design gallery in 2026 and to integrate research, training and production in sectors such as health, nuclear and aerospace.

At the same time, the Loire river faces a growing water‑management dispute involving the Ardèche and Haute‑Loire departments and Électricité de France (EDF). An underground hydro‑electric plant, operating since 1954, has become a focal point for tensions over water allocation and environmental protection, prompting a regional concertation effort to avoid a “water war.”
