Loja community leader demands completion of stalled paving works

In Loja, Ecuador, community leader Claudio Cisneros, representing the Frente Promejoras de los Barrios del Sur Ángel Felicísimo Rojas, has formally requested accountability from Mayor Diana Guayanay regarding stalled paving and sewage works.

The petition concerns contract 104-2021, which involves infrastructure improvements across ten neighborhoods. While some areas have been completed, sectors such as Pitas II, San Cayetano, and El Rosal remain unfinished. The delay, involving the company Simar, has reportedly caused socioeconomic and environmental issues, as well as mobility problems for residents.

Cisneros is seeking a detailed technical and legal report on the status of the contract in court and the accumulated economic damage to the institution. He has proposed a mutual termination of the contract under the Organic Law of the National Public Procurement System to avoid prolonged litigation and allow for new contractors to complete the necessary work. Additionally, he requested an immediate plan to mitigate health and mobility risks caused by dust and mud in the affected areas.
