Italy healthcare funding faces criticism over budget adequacy

Italian regional leaders and healthcare experts are raising concerns regarding the government’s budget allocations for the National Health Service (SSN). Tonino Aceti, president of Salutequità, has called for clarity on whether the 3.4 billion euro increase represents new funding or includes previously scheduled increments. He noted that this amount is significantly lower than the 6.8 billion euros requested by regions for 2027.

Critics highlight that the allocated funds may fail to cover regional deficits, which the Court of Auditors estimated at 2.3 billion euros for 2025, and the 1.3 billion euros needed to sustain healthcare infrastructure following the Pnrr (National Recovery and Resilience Plan).

Regional leaders, including Michele de Pascale of Emilia-Romagna, have denounced the measures as insufficient to address structural needs, rising energy costs, and inflation. Concerns have also been raised regarding the potential impact on equitable access to care and the risk of increased reliance on private healthcare if public funding remains inadequate.
