Lombardy imposes fines for non-compliant biomass heating systems
The Lombardy region has implemented stricter regulations regarding biomass heating systems, including wood stoves, pellet stoves, and fireplaces, to reduce emissions. Residents using non-compliant systems face fines ranging from 500 to 5,000 euros.
As of October 15, 2024, certain exemptions have expired. Previously, biomass generators installed before September 18, 2017, or those serving as a home's sole heating source, could be operated until this date. The current regulations specifically target high-power civil thermal plants.
New rules effective from October 15, 2026, focus on biomass systems with a hearth power exceeding 35 kW. Additionally, new requirements for biomass boilers up to 35 kW are scheduled to arrive on October 15, 2027, per regional resolution 4720 of 2025.
Exemptions from these sanctions apply to wood-based biomass systems with a hearth thermal power below 5 kW (unless multiple units in the same property exceed this total), systems used for district heating, industrial production processes, or temporary events such as fairs and markets.
