Lombardy public transport faces €137.5 million annual loss from fare evasion

A study by Basco & T Consulting reveals that approximately 14.2% of public transport passengers in Lombardy travel without a valid ticket. Based on an analysis of 1.17 million controlled passengers and transport company financial statements, the research identifies a structural fare evasion rate that results in an annual financial loss of €137.5 million for the region.

The total economic impact is divided into three main categories: €56.8 million in lost ticket revenue, €5.16 million in unpaid VAT, and €75.55 million in uncollected fines. The report highlights a significant issue with penalty enforcement, noting that only 45.4% of issued fines are actually paid, while 54.6% remain in a state of permanent insolvency.

Demographic data from the study indicates that over 53% of those traveling without a ticket are under the age of 26.
