Lombardy Region seeks to improve waste management through service aggregation

Filippo Dadone, deputy director of the Environment and Climate Department for the Lombardy Region, has proposed incentivizing the aggregation of waste and urban hygiene services to increase efficiency. Speaking at a conference in Milan, Dadone noted that individual municipalities are finding it increasingly difficult to meet regulatory requirements set by Arera.

Rather than imposing top-down management structures, the Lombardy Region intends to implement regulatory, financial, and incentive-based initiatives to encourage voluntary, supra-municipal aggregations. This experimental approach aims to create larger, more effective service basins and more efficient public tenders. Dadone highlighted that the Lombardy model is unique within Italy and noted that Arera has expressed willingness to collaborate on this initiative.
