London Assembly calls for ban on provisional licence delivery riders

The London Assembly has passed a motion urging the UK government to prohibit individuals holding only provisional licences from performing commercial work, such as food delivery driving. The proposal aims to enhance road safety for all users by addressing the current use of Compulsory Basic Training (CBT) certifications for long-term commercial employment.

Currently, riders can obtain a CBT qualification in a single day, which remains valid for two years and can be renewed indefinitely without requiring the rider to pass a full driving test. Conservative Assembly Member Thomas Turrell, who proposed the motion, argued that the CBT was intended as a foundational learning tool rather than a permanent qualification for professional use. He noted that the lack of incentive to progress to a full licence has led to dangerous behaviors on London roads, such as motorbikes mounting pavements.

The motion also calls for an expiry cap on CBT certifications to encourage riders to pursue full licences. Turrell indicated that his position aligns with Mayor Sadiq Khan on the necessity of addressing these safety concerns.
