London introduces electric vehicle mandates and ULEZ penalty data

Transport for London (TfL) has proposed new regulations to transition the city's private hire vehicle (minicab) fleet to fully electric models. Under the proposal, all new standard minicab licenses must be for 100% electric vehicles starting in 2028. For wheelchair-accessible vehicles, the mandate will take effect in July 2030. Additionally, the plan suggests that licenses for minicabs older than 10 years will not be renewed starting in March 2027, and the window for renewing expired licenses will be reduced from two years to one.

Data regarding the Ultra Low Emission Zone (ULEZ) shows that 1,683,552 penalty notices were issued in the 2025-2026 fiscal year, averaging one notice every 19 seconds. While this represents a 13.9% decrease from the previous fiscal year, the volume remains high. Notably, approximately 72% of resolved appeals were decided in favor of the drivers, with 117,275 appeals accepted and 45,567 rejected.
