London robotaxi rollout delayed by regulatory hurdles

The rollout of commercial robotaxis in London has faced significant delays due to regulatory and technical hurdles. Despite earlier ambitions to launch fully driverless services by the end of the year, the lack of official guidance from Transport for London (TfL) has stalled progress for major players including Waymo, Wayve, and Baidu.

While approximately 100,000 people have expressed interest in the service, TfL has not yet published the necessary guidelines required for operators to seek approval. Christina Calderato, TfL’s director of strategy, indicated that the authority is not in a rush to release these guidelines, noting that substantial work is ongoing behind the scenes. Additionally, the Driver and Vehicle Standards Agency (DVSA) must approve a new automated passenger services permit, a process that has yet to result in any approved vehicles.

This delay contrasts with other global regions where robotaxi services are already operational in over 20 cities across the US, China, and the Middle East. While Waymo is currently testing approximately 100 vehicles in London, the company remains in the safety approval process while awaiting TfL’s regulatory framework.
