Los Angeles City Council delays decision on emergency encampment sweep pauses

The Los Angeles City Council has delayed a decision on a proposal that would pause homeless encampment sweeps in areas affected by declared environmental emergencies. While the original proposal sought to direct the city’s Sanitation Bureau to suspend these sweeps during disasters, Councilmember Ysabel Jurado introduced an amendment that instead requires the bureau to “report back on options” for such suspensions.

The amended proposal passed with a unanimous 15-0 vote, though it did not establish a specific deadline for the bureau's report. The initiative was prompted by recent incidents, such as a warehouse fire in Boyle Heights that caused hazardous smoke and odors. Jurado argued that requiring unsheltered residents to relocate belongings during extreme heat, poor air quality, or other emergencies could increase their exposure to dangerous conditions.

If eventually implemented, the policy could impact a significant portion of the city's unhoused population, which includes more than 45,000 people according to recent counts.
