Los Angeles City Council seeks new regulations for e-bikes and e-motos

The Los Angeles City Council has unanimously approved a motion directing city staff to develop regulatory recommendations for electric-powered transportation, including e-bikes, e-motos, and electric mopeds. The motion, introduced by Councilmembers Heather Hutt, John Lee, and Traci Park, requires various departments—including the Los Angeles Police Department, LA Metro, and the Department of Transportation—to submit guidance within 90 days.

The proposed regulations aim to address a surge in traffic collisions and trauma cases, particularly involving head injuries and fractures among juvenile riders. Key areas for the upcoming report include ensuring all electric vehicles meet legal standards, banning the sale of non-compliant or illegal models, and prohibiting the unauthorized conversion of e-bikes into higher-class vehicles.

Additionally, the recommendations may include mandatory educational training for riders under 18 or those without licenses, as well as new rules for storage and charging to mitigate battery fire risks. The council also requested that the Police Commission publish annual data on collisions and injuries involving these vehicles to inform future safety policies.
