Los Angeles County sales tax hike frozen by lawsuit

Los Angeles County has implemented a 0.5% sales tax increase through Measure ER, also known as the Essential Services Restoration Act. The measure, approved by voters in June, raises the county's baseline sales tax rate from 9.75% to 10.25% for a five-year period ending October 1, 2031. The tax is intended to generate approximately $1 billion annually to support healthcare services, particularly for low-income and uninsured residents, to offset reductions in state and federal funding.

However, the revenue is currently frozen due to a lawsuit filed by the Libertarian Party of Los Angeles County. The legal challenge claims the measure and its enabling state legislation are unconstitutional and that the tax exceeds limits set by the state in several cities. Consequently, Los Angeles County Chief Executive Officer Joseph Nicchitta stated that funds cannot be distributed to hospitals, clinics, or county health departments until the legal dispute is resolved.

While the tax applies to most purchases, it excludes certain essentials such as groceries, prescription medications, and medical equipment. Critics, including County Supervisor Kathryn Barger, have expressed concerns that the increase makes the county less affordable for families and businesses.
