Los Angeles officials propose recovery measures for Palisades fire victims

The City of Los Angeles is considering Measure TE, a proposal to suspend the city’s 4% transfer tax for homeowners whose properties were damaged or destroyed by the Palisades fire. Under this measure, owners of high-value properties valued at more than $5.3 million would receive a full exemption if they sell their land within five years of the disaster. Councilmember Traci Park has supported the measure, citing the financial strain on residents following the destruction of over 6,800 structures.

In addition to tax relief, local leaders are discussing the creation of a Disaster Recovery District. This specialized public financing mechanism is designed to funnel targeted funding directly into rebuilding and recovery projects within disaster-damaged neighborhoods. A virtual town hall has been scheduled to brief residents on this proposal before it reaches the City Council’s Budget and Finance Committee.

Community advocacy group Team Palisades is also providing recovery support through the WestEdge Design Fair. The group is hosting a Rebuild Reconnect Lounge featuring panels on home reconstruction, insurance navigation, and fire resilience to assist displaced residents in managing the rebuilding process.
