Louisiana Gov. Jeff Landry Enacts Alcohol Permit Moratorium in Shreveport Neighborhoods

Governor Jeff Landry of Louisiana signed two bills (HB 1018 and HB 1029) that halt the issuance of new alcoholic beverage permits in dozens of Shreveport and Bossier City neighborhoods, effective August 1, 2026. The moratorium, which runs through the end of 2027, was advanced by State Representatives Tammy Phelps and Steven Jackson. It exempts only large national chains that operate in ten or more states; a check found that Brookshire’s four‑state footprint does not meet the exemption.

The legislation targets neighborhoods identified as having an oversaturation of liquor stores, including Cedar Grove, Queensborough, Allendale, Mooretown, the Martin Luther King Jr. area, Ingleside, portions of Highland, Downtown Shreveport, Cooper Road, Broadmoor, Caddo Heights, Hyde Park, Sunset Acres, Hollywood, Werner Park, Barksdale Boulevard, Old Bossier, and South Bossier. Lawmakers say the goal is to balance economic development with neighborhood quality of life and to reduce the concentration of alcohol outlets in low‑income areas.
