Loumer Bernabe assumes role as MARINA Officer-in-Charge

Rear Admiral Loumer P. Bernabe, PN (Ret.), has officially assumed the position of Officer-in-Charge (OIC) Administrator of the Maritime Industry Authority (MARINA) as of October 30, 2026. His appointment follows the retirement of former administrator Sonia Malaluan.

Bernabe, who has served as MARINA’s deputy administrator for operations since April 2026, emphasized that the leadership transition will not disrupt agency operations or ongoing programs. His immediate priorities include maintaining the Maritime Industry Development Plan (MIDP), accelerating the digitalization of frontline services, and strengthening maritime safety and seafarer welfare.

A graduate of the Philippine Military Academy, Bernabe previously served as Chief of Naval Staff and commander of the Philippine Fleet. Following his military career, he held regulatory roles including regional and executive director positions at the Land Transportation Franchising and Regulatory Board.
