Lower Saxony approves draft law to accelerate defense construction

The Lower Saxony cabinet has approved a draft law aimed at accelerating construction projects related to state and alliance defense. The initiative seeks to reduce bureaucracy and speed up the expansion of Bundeswehr infrastructure in response to the changing security situation in Europe.

Under the proposed legislation, construction projects serving state and alliance defense that fall under the supervision of relevant defense authorities would largely be exempt from the Lower Saxony Building Code. While facilities requiring permits under the Federal Immission Control Act remain subject to existing regulations, the draft also proposes removing time limits on certain building law approval fictions.

Minister for Economic and Construction Affairs Grant Hendrik Tonne stated that the fundamental shift in the security policy landscape necessitates these changes to ensure that regional regulations do not hinder the expansion of military infrastructure. The draft is set to be introduced to the state parliament.
