Lower Saxony municipal elections face local budget deficits

Municipal elections are scheduled to take place in Lower Saxony on September 13, 2026. However, local councils and district diets face significant financial challenges following a substantial budget deficit.

In 2025, statistically adjusted payments by municipalities totaled 39.43 billion euros, while corresponding revenues reached only 35.78 billion euros according to the Lower Saxony State Statistical Office. This resulted in a financing gap of 3.65 billion euros, which municipalities must cover using reserves or loans.

Local governments are tasked with mandatory expenditures including child and youth welfare, schools, fire departments, and social services. The current financial situation may impact the ability of newly elected officials to fulfill campaign promises and manage voluntary tasks such as funding swimming pools, culture, and sports facilities.
