Luca Niculescu seeks to form new Romanian government amid party deadlock

Designated Prime Minister Luca Niculescu is conducting consultations to form a new Romanian government, proposing a political agreement lasting at least six months to address urgent economic and budgetary needs. Niculescu is considering three potential models for the executive: a political cabinet, a hybrid political-technocratic formula, or an exclusively technocratic government. He intends to present his government program and list of ministers to Parliament on Thursday, October 15.

Negotiations face significant political hurdles. The Social Democratic Party (PSD), led by Sorin Grindeanu, has called for a stable parliamentary majority and an economic shift, but refuses to support a purely technocratic cabinet. Conversely, the National Liberal Party (PNL), led by Ilie Bolojan, has categorically rejected any new coalition or collaboration with the PSD, though Bolojan indicated the party might support a technocratic government without participating in it.

Additionally, the USR party, led by Dominic Fritz, has stated it will not vote for any government that includes PSD ministers, suggesting that early elections should be considered if a stable majority cannot be reached. Other groups, including the parliamentary group of national minorities and PACE, have expressed interest in participating provided the government implements effective social protection and economic recovery measures.
