Luca Niculescu begins negotiations to form Romanian government

Luca Niculescu, the newly designated Prime Minister of Romania, has begun formal consultations with parliamentary parties to form a governing majority. President Nicușor Dan has granted Niculescu the flexibility to negotiate a political, technocratic, or mixed cabinet. Niculescu aims to build a consensus based on his experience coordinating Romania's accession to the OECD, focusing on economic growth, fiscal stability, and protecting purchasing power.

Political parties have expressed varying conditions for support. The Social Democratic Party (PSD) has indicated it is open to negotiations but insists on a change in economic direction, specifically rejecting austerity measures. The National Liberal Party (PNL) is reviewing the proposed governing program and minister list, noting that a technocratic government might be more acceptable. The Democratic Alliance of Hungarians in Romania (UDMR) stated that a transparent majority requires the involvement of both PSD and PNL.

Opposition stances remain firm: the USR has declared it will not support any government involving the PSD or its associates, and the AUR party has announced it will not vote for the proposal. JPMorgan Chase has estimated a 60% probability that Niculescu's proposal will successfully secure parliamentary support, citing the general consensus on the need for a stable government.
