Romania: New Luca Niculescu government takes office

Romania has established a new government led by Prime Minister Luca Niculescu, following a period of political crisis. The executive consists of 18 ministers, including 11 from the PSD and 7 independents. Key appointments include Dan Cărbunaru as Government Spokesperson and Ioana Ciocan as Minister of Culture.

Prime Minister Niculescu has identified the absorption of PNRR funds and the 2027 budget as immediate priorities. He has called for the acceleration of PNRR payment requests, specifically targeting milestones 5 and 6, to fund critical infrastructure in health and education. The European Commission is expected to complete its evaluation of payment request 6 by November 6.

On the regional security front, Foreign Minister Dan Neculăescu has engaged in discussions with Turkish counterpart Hakan Fidan to enhance Black Sea security and strengthen the Romania-Turkey-Bulgaria trilateral format. These efforts follow a drone attack on a commercial vessel near Constanța that resulted in one fatality. Additionally, Romania aims to position itself as a strategic logistics hub for the reconstruction of Ukraine.
