Luis Cesar Bueno proposes health reforms and zero-fare transport in Goiás

Goiás gubernatorial candidate Luis Cesar Bueno (PT) has outlined key campaign proposals regarding public services and transportation.

Bueno advocates for a gradual transition of public health management from Social Organizations (OSs) back to direct State administration, starting with urgent care units in Goiânia. He argues that the current OS model results in low professional wages and high costs to the State. His plan includes professionalizing the health system by making medical staff state employees and creating a “Vapt Vupt da Saúde” to expedite small procedures and reduce waiting lists for critical conditions.

In terms of mobility, Bueno proposes the gradual implementation of zero-fare public transport in the Goiânia Metropolitan Region and the surroundings of the Federal District. This would be funded by a new State Fund for Transport and Urban Mobility, replacing direct passenger payments with indirect state funding. The proposal suggests starting with a single exclusive bus corridor within the first 100 days of administration before expanding to other lines.
