Lukoil assets deal expands Trump-Russia peace negotiations

Negotiations between the Trump administration and Russia to end the war in Ukraine have reportedly expanded to include a multi-billion dollar deal involving the international assets of the Russian energy giant Lukoil. According to reports from The New York Times, the proposed transaction involves the sale of Lukoil’s global portfolio, which includes oil fields, refineries, and gas stations in various countries, such as Cameroon, Bulgaria, Romania, and the Netherlands. Lukoil previously valued these international assets at approximately $20 billion.

Vladimir Putin reportedly proposed the deal during a meeting with U.S. envoys Steve Witkoff and Jared Kushner at the Kremlin on September 5. The transaction would require approval from both the Kremlin and the U.S. government, specifically the U.S. Treasury Department. Potential buyers identified in reports include American billionaire Todd Boehly, two Middle Eastern business groups with ties to Kushner or the Witkoff family, and a U.S. government entity such as the Development Finance Corporation (DFC).

Separately, Ukrainian President Volodymyr Zelenskyy has expressed readiness for trilateral technical-level talks between Ukraine, Russia, and the United States, potentially occurring in late October in the United Arab Emirates or another location suggested by Washington. While the Lukoil deal is being discussed as a potential confidence-building measure or economic incentive, Zelenskyy has also warned of increased Ukrainian strikes against Russian energy infrastructure in response to ongoing Russian attacks.
