Portugal's Internal Administration Minister dismisses Secretary-General
Portugal's Minister of Internal Administration, Luís Neves, has dismissed Ricardo Carrilho from his position as Secretary-General of the Ministry. While the Ministry initially cited a reorganization of the secretariat-general to prepare a new organic structure, subsequent statements from the Ministry described a “break in trust” and a loss of loyalty.
The Ministry accused Carrilho of actions that compromised public services, specifically regarding the management of the SIRESP emergency communications network. Allegations include the unauthorized suppression of the network's operations center during fire season, blocking payments to SIRESP, S.A., and withholding an audit report concerning irregularities in the use of European funds. Carrilho has denied these claims, characterizing his dismissal as an act of political retaliation and illegitimate pressure.
In response to the controversy, the Inspectorate-General of Internal Administration (IGAI) has opened an audit into SIRESP network contracts managed by the Secretariat-General between April 2024 and May 2026. Additionally, the Socialist Party (PS) has requested an urgent parliamentary hearing for both Minister Neves and Carrilho to clarify the circumstances of the dismissal and the management of the emergency network.
Major-General Nuno Parreira da Silva, formerly the commander of the GNR School, has been appointed as the new Secretary-General.
