Luxembourg addresses wildfire risks and European electrification goals

Luxembourg is addressing two distinct environmental and structural challenges: increasing wildfire risks and the transition toward European electrification goals.

Regarding wildfire preparedness, the Luxembourg government has conducted a risk assessment influenced by climate change, noting that vegetation fires are now considered probable with serious potential impacts. This analysis is part of the National Emergency Organization Plan (PNOS) 2026-2030. In response, the Corps Grand-Ducal d’Incendie et de Secours (CGDIS) has developed an operational framework specifically for vegetation fires to improve national response strategies.

On the energy front, Luxembourg faces a complex position regarding the European Commission’s electrification plan, which aims for electricity to comprise 32% of final energy consumption by 2030 and 46% by 2040. While official statistics show Luxembourg’s electrification rate at approximately 14.9%—below the European average of 23%—the figure is influenced by high fuel consumption from transit tourism. When adjusted for this effect, the rate is closer to 20%. While the nation's industrial sector shows electrification levels above the European average, significant progress is still required in residential heating and transport.
