Luxembourg unveils 2026–2030 Youth Pact to promote well-being
Luxembourg's Minister of National Education, Claude Meisch, has presented the fourth Youth Pact (Jugendpakt) for the period 2026–2030. The initiative aims to provide young people with “quality time” for personal development, social engagement, and well-being, specifically addressing the challenges posed by excessive screen time.
The pact consists of 48 measures to be implemented progressively through 2030. A primary focus is providing attractive alternatives to digital consumption, as reports indicate that 80% of young people spend more than two hours daily on social media. The policy seeks to foster real-world social interactions and peer engagement to combat the feeling among youth that digital time is often “lost time.”
Developed through a participatory process, the plan incorporates feedback from 250 young people, focus groups, and the 2025 National Youth Report. It was presented in collaboration with the National Youth Service (SNJ) to address rising concerns regarding youth mental health and social connectivity.
