Hanoi police investigate foreign national for harassing women

Authorities in Hanoi are addressing reports of a foreign national harassing women on the streets. According to social media warnings and local police, the man has been targeting women riding motorbikes alone, cutting them off, and using QR codes to solicit them for hotels. He has reportedly responded with verbal threats and physical intimidation when confronted.

Representatives from the Dinh Cong Ward Police confirmed the individual is a foreign national living in Hanoi with a Vietnamese wife. The man has a history of psychological instability; local authorities previously coordinated with his home country's embassy to have him return abroad for medical treatment. After returning to Vietnam approximately one year ago, his erratic behavior has resurfaced.

Police are currently coordinating with the relevant embassy to determine a formal course of action. While the man has exhibited abnormal behavior both in public and within his household, authorities stated they have not yet recorded any incidents of physical assault or direct violations of human dignity.
