MACC Sabah proposes eight governance reforms for state agencies
The Malaysian Anti-Corruption Commission (MACC) Sabah has presented eight governance improvement recommendations to three state agencies: the Sabah Public Works Department (JKR), the State Treasurer's Office, and the Sabah State Finance Ministry.
These recommendations stem from a governance investigation into road construction projects in the Sandakan District, specifically the Libaran Two-Way Road Construction Project and the Gum-Gum Kecil Road Upgrade under the 9th Malaysia Plan.
Key proposals include establishing detailed guidelines for contract payments and supplies, upgrading claim management systems, and creating specific payment codes for the JKR Sabah Trust Account. Other suggestions involve implementing a Contract Administration Circular, standardizing JKR Sabah forms, and establishing procedures for managing ‘sick projects’ and appointing completion contractors.
