Macedonia Justice Minister Igor Filkov Announces Largest Judicial Reform Cycle

Justice Minister Igor Filkov briefed EU ambassadors on the progress of Macedonia’s judicial reforms, stating that the ministry has prepared around thirty legislative proposals in less than two years, with thirteen directly linked to the EU‑backed Reform Agenda. Four of these laws have already been adopted by the Parliament, while the remainder are at various stages of the legislative process.

Key enactments include a new Law on the Judicial Council, Laws governing the Judicial Service and the Public Prosecution Service, a revised Election Code, and provisions for the Agency for Management of Seized Property, which is now fully staffed. Two new members of the Judicial Council have been appointed, with a third pending. Filkov highlighted a rise in investigations, prosecutions, convictions and asset seizures in corruption, organized crime and money‑laundering cases, reported through the EU Commission’s platform.

Filkov emphasized that the reforms aim to create a functional, efficient and European‑standard justice system and said, “In less than two years we prepared around thirty legislative solutions, of which thirteen are directly linked to the Reform Agenda.” He added that “reforms are an investment in the state’s future, building stronger institutions and faster EU integration.”
