Macron convenes G7 energy summit and orders defense against Russian hybrid threats

French President Emmanuel Macron has announced a dual response to escalating geopolitical tensions, addressing both an energy crisis and rising Russian hybrid threats. Macron is convening an extraordinary G7 meeting within the coming weeks to coordinate energy security. The summit will focus on improving coordination regarding strategic stockpiles and exploring the potential coordinated release of petroleum reserves to mitigate market volatility caused by conflicts in Ukraine and the Middle East.

Simultaneously, Macron warned that the nature of Russian aggression is changing, noting an intensification of hybrid threats against France and Europe. These threats include cyberattacks, drone incursions, and sabotage targeting critical infrastructure and the defense industry. In response, Macron has ordered the French government to implement a protection plan for sensitive technological and military sites. He also intends to consult with European Commission President Ursula von der Leyen to discuss coordinated European gas storage measures to ensure stability through the winter.
