Portugal fiscal landscape: IRS exemptions and economic challenges

Recent fiscal and social data in Portugal highlight significant economic disparities and legislative developments. A study by the Fundação Francisco Manuel dos Santos reveals that 45% of Portuguese households do not pay Personal Income Tax (IRS), as approximately 2.7 million households earn annual incomes below the threshold for taxation.

In Madeira, the Regional Legislative Assembly unanimously approved a proposal to reduce IRS rates, maintaining a differential of up to 30% compared to mainland Portugal. This measure is expected to reduce regional revenue by an estimated 5.6 million euros by 2026. Conversely, a legislative initiative by the Chega party regarding tax exemptions for overtime and bonuses was rejected by the Madeiran Parliament due to a lack of legal and regulatory clarity.

Social indicators also show pressing challenges. Data from the National Guarantee for Childhood indicates that 322,000 children in Portugal are at risk of poverty or social exclusion, while over 3,000 children and youths are experiencing homelessness. Additionally, research suggests that fuel taxes (ISP) disproportionately affect middle-income families who rely on private vehicles, whereas lower-income groups primarily utilize public transport.
