Madhya Pradesh High Court validates IGNOU DPE diploma for teachers

The Madhya Pradesh High Court's division bench has ruled that the two-year Diploma in Primary Education (DPE) obtained from Indira Gandhi National Open University (IGNOU) is a valid qualification for appointment to secondary teacher positions and for promotions from primary to secondary teacher roles.

The court dismissed appeals filed by the state government, upholding a previous single-bench decision that favored the candidates. The dispute arose after the department canceled the appointments of candidates who had passed the secondary teacher recruitment exam, citing their DPE qualification as insufficient.

Legal counsel for the candidates argued that the required qualification is a graduate degree combined with a two-year diploma or its equivalent. They noted that a 2013 government circular had recognized IGNOU's DPE as equivalent to D.Ed. or D.El.Ed., a status that the government had not formally revoked. The court concluded that the IGNOU DPE is a recognized professional diploma and must be treated as an equivalent qualification, noting that the National Council for Teacher Education (NCTE) had granted recognition to the DPE program with retrospective effect from the 2009-10 academic session.
