Madlanga Commission Finds IDAC Manual Was Official Policy, Not Draft

The Madlanga Commission, a South African judicial inquiry, heard testimony that the Investigating Directorate Against Corruption (IDAC) operational manual was an approved, signed policy document, contrary to former IDAC head Advocate Andrea Johnson’s earlier claim it was only a draft.

IDAC Head of Investigations and Operations Matthews Sesoko confirmed that he and Johnson signed the manual and that it was distributed to staff. He also said he was not consulted on a Section 27 investigation authorisation in a Crime Intelligence matter and was unaware of any policy allowing senior investigators to be excluded from early stages of cases. Sesoko stated, “I emphasise the intake and case selection process… it is deliberately multi‑layered and collective.”

The commission noted allegations that IDAC’s handling of Crime Intelligence investigations targeted senior officials, including Lieutenant‑General Dumisani Khumalo and General Fannie Masemola, and may have deviated from the manual’s procedures.
