Madrid transport discount tied to municipal registration sparks political clash

Citizens' groups in Alcorcón argue that the requirement to be listed on the municipal register (padrón) to obtain discounted public‑transport passes creates bureaucratic obstacles, especially for vulnerable residents such as migrants, temporary workers and people without stable housing. They say the rule, combined with higher fare zones in the southern part of the Madrid region, amounts to a “race of obstacles” that limits access to essential mobility for work, education and health services.

In the Assembly of Madrid, President Isabel Díaz Ayuso and left‑wing opposition members clashed over the same rule. Opposition deputies denounced the measure as sectarian, racist and xenophobic, claiming it would affect about 200,000 current beneficiaries. The regional government defended the policy, citing the law of the Consorcio Regional de Transportes that links public‑funded discounts to residents, and pointed out that 94 % of public transport financing comes from taxes paid by Madrid’s inhabitants.
