Maharashtra Government implements new 2026 administrative rules

The Maharashtra government has officially notified the Maharashtra Government Rules of Business, 2026, leading to a significant centralization of administrative authority. Under these new rules, Chief Minister Devendra Fadnavis is legally empowered to intervene in, modify, or cancel decisions made by any cabinet minister if deemed necessary in the broader public interest.

Published in the gazette by the General Administration Department under Articles 166(2) and 166(3) of the Indian Constitution, this framework replaces all previous rules and procedures to streamline executive decision-making. While the Chief Minister has the authority to override ministerial decisions, he is legally required to record detailed written reasons for such actions. Semi-judicial matters remain outside this specific jurisdiction.

The new regulations also grant the Chief Minister the power to summon official documents, files, or records from any department at any time, with ministers and departmental secretaries legally obligated to comply. Additionally, administrative departments are prohibited from issuing orders involving financial implications—such as land grants, concessions, or revenue waivers—without prior consent from the Finance Department.
