Maharashtra implements new rules for app-based transport and driver language proficiency

The Maharashtra government is implementing new regulations for app-based passenger services, including Ola, Uber, and Rapido, effective September 1. Under these rules, aggregator companies must obtain licenses from the transport authority. Drivers will be required to possess valid licenses, undergo police verification, and provide a 15-year residence certificate. Additionally, drivers are prohibited from driving continuously for more than 12 hours, and a provision has been established to ensure drivers receive at least 80 percent of the total fare.

A key component of the mandate involves Marathi language proficiency for taxi and auto-rickshaw drivers. Out of 1.65 million drivers who applied for proficiency testing, approximately 1.4 million have passed. Failure to comply with the language requirement may result in a three-month license suspension. The state transport department will conduct random checks via flying squads, and drivers unable to speak Marathi will receive a one-month notice to comply. The government also requires aggregator apps and websites to provide services in Marathi, Hindi, and English.
