Maharashtra launches India’s first E-TDR digital platform

The Brihanmumbai Municipal Corporation (BMC), guided by the Maharashtra Urban Development Department, has launched E-TDR, India’s first unified digital platform for Transfer of Development Rights transactions. SoftTech Engineers Limited serves as the technology partner for the initiative.

Transfer of Development Rights (TDR) is an urban planning mechanism where landowners receive development rights as compensation when their property is acquired for public infrastructure, such as roads, parks, or utilities. These rights can be applied to alternative plots or traded on the open market. The new platform digitizes this process for more than 18,000 registered developers and property owners.

The E-TDR platform features real-time bidding, negotiation, and digitally signed agreements. It integrates with online payment gateways and the Inspector General of Registration system for automated stamp duty processing. Technical capabilities include blockchain-based certificate issuance, AI-enabled predictive analytics, and automated compliance verification to ensure an auditable transaction trail. The system aims to reduce market opacity, decrease processing timelines, and increase access for smaller developers.
