Malaga and Cadiz enforce low‑emission zones, fines issued in Malaga
Spain’s low‑emission zones (ZBE) are now active in two Andalusian cities. In Malaga, the zone entered its second year on 30 November 2025 and began issuing penalties. During December 2025, number‑plate cameras recorded about 5,000 violations by drivers of the most polluting vehicles without an environmental label or road‑tax payment. Each fine is €200, halved to €100 for prompt payment, and the fines are being processed by the municipal tax body Gestrisam.
In Cadiz, the ZBE has just come into force, covering the historic centre and part of the waterfront (about 1.5 km²). The mayor announced a six‑month grace period during which no fines will be imposed; after this period, offences will be fined €200 with a 30 % surcharge for repeat violations. Both zones are part of the EU‑mandated scheme for Spanish cities with more than 50,000 inhabitants, though Cadiz’s rollout has been criticised for lacking accompanying public‑transport improvements.
