Malaga Mayor proposes EU scholarships for Moroccan minors in Ceuta
Francisco de la Torre, the Mayor of Malaga, has proposed that the European Union launch a scholarship and vocational training program specifically for Moroccan minors who have arrived in Ceuta. The initiative aims to allow these youths to complete their education and professional training within Morocco, focusing on specialties that meet the needs of the Moroccan labor market.
De la Torre suggested that investing in human capital and development in countries of origin is a fundamental long-term tool for addressing migration challenges. By providing educational and professional opportunities, the goal is to make migration a choice rather than a necessity driven by a lack of opportunity. He emphasized that the approach should move beyond purely security-based or border-focused discussions toward a model of cooperation between Spain, Morocco, and the European Union.
The proposal comes amidst a migration crisis in Ceuta following a wave of mass arrivals in late July. De la Torre noted that providing such training could eventually allow some individuals to come to Spain to work legally once they reach adulthood and complete their training.
