Malawi Electoral Commission appoints new Chief Elections Officer

The Malawi Electoral Commission (MEC) has appointed Andrew Kamkwalala as its new Chief Elections Officer. Kamkwalala, previously the Deputy Chief Executive Officer for Finance and Administration, succeeds Andrew Mpesi, who resigned earlier this year. Kamkwalala brings a background in financial management and corporate leadership, having previously served as the CEO of National Integrated Technologies Limited.

This leadership change occurs as the MEC faces internal and external pressures. The commission is currently involved in a dispute regarding an executive order to relocate its headquarters from Lilongwe to Blantyre. MEC Chairperson Justice Annabel Mtalimanja has indicated that the commission is seeking legal clarification on whether this directive constitutes unlawful interference with its constitutional independence.

Additionally, the MEC staff union has raised several grievances, including concerns over the relocation, lease uncertainties, and strained relations with government officials. The union has demanded meetings to address these issues, which they argue could undermine confidence in the commission ahead of upcoming by-elections and the 2030 general election.
