Malawi Parliament urged to boost climate financing ahead of El Niño

Civil society and faith‑based groups met with the Parliamentary Committee on Natural Resources and Climate Change in Lilongwe, urging lawmakers to allocate 10 % of the 2026/27 Constituency Development Fund to climate preparedness and to fast‑track the Climate Change Bill. Norwegian Church Aid and DanChurchAid programme head Paul Manjamwada called for stronger oversight of climate finance, increased domestic investment in adaptation, and rapid stocking of strategic grain reserves to guard against a projected super El Niño. Committee chair Tione Andsen Hendry pledged to prioritize the issues, engage the finance ministry and improve transparency and accountability for climate resources.

Manjamwada noted that Malawi contributes less than 0.04 % of global greenhouse‑gas emissions yet bears severe climate impacts, underscoring the need for urgent domestic resource mobilisation and disaster‑risk management.
