Turkmenistan energy sector attracts interest from SOCAR, Eni, and Malaysia

International interest in Turkmenistan’s energy sector is intensifying through various diplomatic and financial channels. The European Bank for Reconstruction and Development (EBRD) has identified pathways to mobilize international capital via direct project financing, syndicated loans, and risk-sharing arrangements to support investment and private-sector growth.

In the oil and gas sector, Azerbaijan’s state-owned SOCAR has expressed interest in developing promising oil and gas fields in Turkmenistan. This follows previous agreements regarding the joint development of the ‘Dostlug’ field in the Caspian Sea.

Additionally, Malaysia is seeking to expand its energy presence in the country. Discussions between Malaysian officials and Italy’s Eni have focused on potential collaboration between Malaysian companies and Eni regarding Turkmenistan’s hydrocarbon operations. Malaysia’s involvement is supported by a framework agreement for long-term cooperation in hydrocarbon development and the ongoing operations of PETRONAS in the region.
