Malaysia approves first raw rare earth export under new framework

Malaysia has granted its first approval for the export of unprocessed rare earth elements under a new regulatory framework. The Department of Mineral and Geoscience, under the Ministry of Natural Resources and Environmental Sustainability, approved the shipment specifically for research and development purposes.

The new guidelines, issued in October, modify a moratorium on raw rare earth exports that had been in place since 2024. Unlike a full reopening of the market, these approvals are conditional. Applicants must meet specific regulatory requirements, including commitments to support local processing and value-added activities within Malaysia.

The government stated that its priority is the quality of investment, technology transfer, and long-term value creation rather than the total volume of approved exports. This policy shift aims to allow limited access to materials for essential research while maintaining the country's strategic push to develop a domestic rare earth value chain and reduce reliance on dominant global suppliers.
