Malaysia Civil Service Launches Hybrid Workday Policy

Effective 1 August 2026, Malaysia's Public Service Department (JPA) introduced a hybrid workday policy for civil servants. The arrangement permits three days of office attendance and two days of remote work, with specific office days set by state: Monday‑Friday for most states and Sunday‑Thursday for Kedah, Kelantan and Terengganu. Department heads decide the third mandatory office day and may revoke remote eligibility if conditions are not met.

The policy excludes essential services such as security forces, defence, law‑enforcement, education, health and the courts. Employee productivity and attendance are monitored through the SPOT‑Me system, and staff must remain contactable at all times and comply with the Official Secrets Act 1972. The hybrid model is presented as a future‑ready measure aligned with reforms in other developed nations like Singapore, Australia, Finland and Sweden.
