Malaysia considers replacing Universities and University Colleges Act

Efforts are underway to reform Malaysia's higher education legal framework, specifically regarding the proposal to repeal the Universities and University Colleges Act (AUKU). The initiative aims to draft a ‘One Higher Education Act’ to replace the existing 1971 legislation.

Supporters of the reform, including UMNO leaders, have highlighted the role of Higher Education Minister Datuk Seri Dr. Zambry Abdul Kadir in leading this transition and establishing an independent committee to study the implications of the repeal. While previous amendments provided students more freedom regarding political expression and assembly, some student groups continue to advocate for the total abolition of the act.

However, some observers caution that any repeal must be thoroughly researched to avoid disrupting the administrative, financial, and governance structures of higher education institutions. Critics of a hasty repeal argue that the current act serves as a fundamental framework for the management of public universities and that any replacement must ensure institutional stability alongside student autonomy.
