Malaysia faces medical officer shortage as doctors skip East Malaysia postings
Malaysia is facing a significant shortage of medical officers, particularly in East Malaysia, following reports that a large number of newly appointed permanent doctors failed to report to their assigned postings.
Reports indicate that between 70% and 76% of newly appointed Grade UD10 medical officers did not arrive at their designated locations on the scheduled date. In Sabah and Sarawak, certain hospitals, including those in Beluran, Keningau, Sipitang, and Kanowit, recorded zero arrivals. The Malaysian Medical Association (MMA) Sabah noted that only about 34% of the 138 medical officers from outside the state were expected to report to Sabah hospitals.
The Ministry of Health (MOH) has stated that the reporting process for Phase 2 permanent appointments is still ongoing and has urged officers to complete the process by October 7. The Ministry also cautioned against jumping to conclusions regarding the final figures.
Experts and the MMA suggest the issue is tied to a broader doctor-retention problem and insufficient financial incentives for remote postings. Between 2023 and 2025, 3,511 medical officers resigned from the MOH. The MMA highlighted that the current regional incentive structure lacks the financial appeal necessary to encourage doctors to relocate to East Malaysia, where infrastructure and geographical remoteness are significant factors.
