Investigations into illegal waste dumping activities suggest these operations are organized, repetitive, and capable of persisting long-term due to potential systemic failures. Jais Abdul Karim, President of Malaysia Corruption Watchers (MCW), noted that the recurring nature of these sites raises concerns regarding enforcement, governance, and integrity.
There are significant risks of corruption within the waste management chain. Potential misconduct may occur during procurement, collection, and transportation through conflicts of interest, record manipulation, or the use of falsified documents. Corruption risks also extend to the disposal process, where payments might be made to bypass legal disposal costs, manipulate records, or provide protection to illegal operators.
