Malaysia implements refugee registration program for control

The Malaysian Ministry of Home Affairs has clarified that the Refugee Registration Document (DPP) program, which commenced on January 1, does not grant refugees permanent residency or citizenship. Interior Minister Datuk Seri Saifuddin Nasution Ismail stated that the documents serve as an instrument for control and management, allowing the government to identify identities, track locations, and determine whether individuals should be repatriated, resettled to a third country, or deported.

Under the program, any work authorization granted to document holders is temporary and subject to strict government conditions. The DPP functions as a special pass under the Immigration Regulations 1963, meaning it is time-bound and can be revoked. The initiative aims to transition registration and status determination functions from the United Nations High Commissioner for Refugees (UNHCR) to Malaysian authorities, enabling biometric registration and security screening.

Regarding Myanmar refugees, the Ministry of Home Affairs and the Ministry of Foreign Affairs are continuing negotiations with Myanmar for the repatriation of refugee groups following a court decision to reject a request for a stay of proceedings. The government maintains that the ultimate goal is to resolve the legacy refugee issue through organized repatriation or resettlement while prioritizing national security and the rule of law.
