Malaysia PAC finds e-Jamin bail system operated without formal contract

Malaysia’s Public Accounts Committee (PAC) has revealed significant financial irregularities regarding the e-Jamin online court bail system. The system, which has operated in 192 courts nationwide since January 2020, has functioned for five years without a formal contract between the federal government and its operator, Dapat Vista Sdn Bhd.

According to PAC Chairman Datuk Mas Ermieyati Samsudin, approximately RM103.8 million in bail deposits were invested under the name of Dapat Vista rather than being held in a Consolidated Trust Account. This practice reportedly violates Article 97(1) of the Federal Constitution and the Financial Procedure Act 1957. These investments generated an estimated RM4 million to RM5 million in annual interest for the operator.

The committee also identified an unverified discrepancy of RM557,258 between the system's records and the company's bank statements. To address these governance and procurement issues, the PAC has recommended that the judiciary develop its own independent bail payment system to ensure full government ownership of data and financial control.
