Malaysia postpones full enforcement of speed limitation devices
Transport Minister Anthony Loke announced in the Dewan Rakyat that full enforcement of Speed Limitation Device (SLD) requirements for commercial vehicles will be delayed until the relevant legal framework is gazetted and implementation details are finalized.
The postponement, which affects a mandate originally scheduled to begin on July 1, is intended to provide the industry with an adequate transition period to achieve compliance. Loke clarified that the delay does not constitute a cancellation or exemption of the requirement.
Implementation is being carried out in phases, with certain categories of commercial vehicles scheduled for phased installation starting October 1, 2025. The devices aim to cap maximum speeds at 90 kilometers per hour, in accordance with UN Regulation No. 89, to enhance road safety and reduce heavy vehicle accidents.
Challenges identified during the rollout include technological discrepancies between vehicle models, such as incompatibilities with Electronic Control Units (ECU), and limited technical support from original equipment manufacturers (OEM). The Ministry of Transport is currently refining verification procedures and record-keeping systems to ensure streamlined compliance monitoring.
